Cleveland Innerbelt
  • Viaduct Alignment Issues
2
Questions for today
  • Why the Innerbelt?
  • Why the Viaduct?
  • Why the northern vs. southern alignment for Viaduct?
3
Why the Innerbelt?
  • Unavoidable infrastructure decisions
  • Bridges, pavements nearing 50th year
  • 26 bridges need rehab or replacement
  • Innerbelt carries 128,000 vehicles
  • Central Interchange, Trench among Ohio’s highest crash locations
  • Rebuild as is, or improve?

the Future
8
Crash Summary
  • Two-mile section of I-90 comprising the Central Interchange and Innerbelt Trench ranks FIRST out of 139 freeway segments on ODOT’s Freeway Hot Spot List.
9
Crash Summary
  • The Innerbelt has 787 crashes annually
  • That equates to two crashes a day
10
Why the Viaduct?
  • Built in 1959
  • Carries 128,000 vehicles
  • Needs a new deck
  • Requires long-term perspective of how to repair the Viaduct for Cleveland’s future

Why a second bridge?

Process to Date
  • Began in 2000 with Inner Belt Scoping Committee
  • Held more than 47 public or committee meetings
  • Held hundreds of small-group meetings
  • Studied 13 alternatives
  • Spent $8 million to get to basic concept of project

17
Citizens’, ODOT
Goals
  • “Intelligent” renewal of infrastructure
  • Preserve neighborhoods
  • Help economy
  • Not disrupt Cleveland during construction
  • Protect the natural and human environment
  • Promote safety
18
Historic Sites
  • Protecting the
  • heritage and quality of the neighborhoods was deemed critical
19
Project Scope
  • New WB bridge
  • Rehab Viaduct as EB bridge
  • Improve Central interchange
  • Improve Trench
  • Add frontage roads

20
TRAC Approved
  • $700 million for Innerbelt including:
  • New Viaduct
  • Improvements on I-77 south of Viaduct
  • Improved Central Interchange
  • Mid-Town safety, capacity improvements
  • Rebuilt Innerbelt Curve

21
TRAC Also Approved
  • $50 million for West Shoreway
  • $5.3 million to plan Opportunity Corridor
  • $2.6 million for Cuyahoga Valley Intermodal Corridor
  • $10.5 million for Quigley Connector
  • Sen. Voinovich secured another $104 million for Viaduct
22
Why the Northern Alignment?
  • Primary concern of protecting Tremont
  • Wanted alternative with least impact upon diverting traffic to residential streets during construction
  • Least impact on motorists
  • Cost

Alignment
30
Why not the Southern Alignment?
  • Push into Tremont on south
  • Either take or impinge upon Greek Church of the Annunciation
  • Take Sokolowski’s
  • Or, build on existing location and close Innerbelt for two years or more
  • Closure equals neighborhood gridlock
31
Central Interchange Impacts
  • Extended closures of ramps into downtown
  • Plans calls to depress, or sink them
  • Would cut off I-77, 9th, 14th, 22nd ramps
  • Plan to eliminate loops ramps to free land is impractical and unsafe
32

33
Signature Bridge Concern
  • All new major bridges are signature bridges
  • ODOT is building four “signature” cable-stayed bridges right now

The Skyline is Important
  • Consideration of setting, appearance will be key
  • Citizen input is needed
  • ODOT has had success in Toledo and elsewhere

Conclusion
  • ODOT recommends northern alignment
  • Has less impact on Tremont
  • Has less impact on region during construction
  • Significantly cheaper
  • ODOT will build a signature bridge, with community input
